Cold waves are an annual feature and so are the frozen bodies of homeless people. With dipping temperatures, the situation gets even worst for women, children, old and disabled population who are forced to live on the streets.

In spite of progressive orders and directives passed by the Hon’ble Supreme Court, the plight of the homeless especially in winters is severe. Even if some states have a bare minimum number of shelters in place, they are either only for men, temporary or nonfunctional, or devoid of any amenities within the shelter. There are hardly any shelters for women, or for the disabled.

Unfortunately, winter and monsoon are the times when the plight of homeless gets a little noticed.

  • IMMEDIATE ACTION

    • Identification of homeless persons with Mental Health issues, connecting them to recovery centers, providing medical & counseling support
  • SHELTER KITS

    • Special medical assistance, blankets and food to Pregnant and Lactating mothers, new born babies, elderly and disabled living in shelters.
  • RESCUE AND REHABILITATION

    • Rescue the homeless and connect them to shelters; providing educational and psycho-social care to the homeless children living in shelters
  • 24x7x365 DAYS SHELTER

    • Advocating for all weather shelters for each 1 lakh population in cities (as per Supreme Court guideline).
      It should be functional 365 days with proper water, electricity, all basic amenities.
  • VULNERABLE IN FOCUS

    • Advocating for shelters to address diverse needs of the most vulnerable: single women, infants, elderly, persons with disability, people having mental health issues and those involved in substance abuse etc.
  • HOUSING FOR ALL BY 2022

    • Advocating for implementation of the ‘Pradhan Mantri Awas Yojana’ which ensures housing for all by 2022

WHO ARE HOMELESS?

  • Going beyond the Census definition of ‘homeless’ which defines houseless population as persons not living in ‘census houses’, we argue that the benefits of the Supreme Court orders shall prevail and be applicable for all categories of people listed below. They are: Persons who do not have a house, either self-owned or rented, but instead:
  • Live and sleep at pavements, parks, railway stations, bus stations and places of worship, outside shops and factories, at constructions sites, under bridges, in Hume pipes and so on
  • Spend their nights at night shelters, transit homes, short stay homes, beggar’s homes and children’s’ homes
  • Live in temporary structures without full walls and roof, such as under plastic sheets, tarpaulins or thatch roofs on pavements, parks, nallah beds and other common spaces.
