On August 5, 2025, a catastrophic cloudburst struck the upper catchment of the Kheer Ganga River in Uttarkashi district, triggering powerful flash floods that washed through Dharali village—a stopover point en route to Gangotri Dham. The disaster left at least four people dead and many more missing, as multiple buildings, hotels, and shops were swept away by the surge of water and debris. Rescue and relief teams from the Indian Army, ITBP, NDRF, and SDRF and other organisations were deployed, and hundreds of people have been evacuated or rescued so far.
Local eyewitnesses described scenes of chaos: “houses collapse like a deck of cards,” hotels, home and homestays were destroyed, and up to a dozen people may still be trapped under debris. The district magistrate confirmed ongoing rescue efforts, with officials warning of worsening conditions as heavy rain persisted.
ActionAid Association’s trained humanitarian team, supported by volunteers and local community-based organisations, will lead relief efforts for the most vulnerable flood-affected families in Uttarkashi. Led by a Humanitarian Coordinator, the team will work in close coordination with government authorities and local administration. Community volunteers will help identify, validate, and distribute relief to beneficiaries. All materials will be procured following ActionAid's procurement policy, with transparency ensured through publicly displayed item lists and rates. Reports on fund utilisation and program progress will be submitted to the donor as required and upon completion.
Based on field assessments and discussions with local officials, we estimate to reach 500 families with immediate humanitarian support.
