ActionAid Association (AAA) is seeking a Consultant – Project Manager to lead end-to-end planning, implementation, and monitoring of livelihood, housing, and green technology projects in Wayanad district, Kerala.
The role involves managing project teams, partners, and technical agencies; overseeing tranche-linked milestone verification; ensuring financial compliance; and building institutional sustainability of nine livelihood units, HASAKE, and the CRC as community-owned structures.

Key Responsibilities
Lead end-to-end planning, implementation, and monitoring of all project components across Wayanad district.
Ensure timely achievement and credible verification of all tranche-linked milestones set out in Schedule II of the agreement, on which further disbursement depends.
Manage project teams, partners, and technical agencies to deliver quality outputs across livelihoods, housing repair, entitlements, and green technology components.
Responsible for managing and coordinating livelihood support initiatives, including market linkages, marketing, branding, product promotion, and enterprise development.
Ensure sound financial management, utilisation and compliance, including the 80% utilisation thresholds that trigger subsequent tranches.
Maintain a strong, transparent relationship with donors and other stakeholders through accurate monthly, quarterly, and final reporting.
Build the institutional sustainability of the nine livelihood units, HASAKE, and the CRC as community-owned structures.
Required Qualifications
Master’s degree in Social Work, Rural Development, Development Studies, Management, or a related discipline.
Minimum 7-10 years of experience in development programme management, of which at least 3 years in a project leadership role managing multi-component, multi-crore CSR or institutionally funded projects.
Demonstrated experience in disaster rehabilitation, livelihoods promotion, collective enterprise development, or community resource management, preferably in Kerala or comparable rural and tribal contexts.
Proven track record of milestone-based donor reporting, budget management, procurement oversight, and audit compliance.
Experience working with government departments, LSGIs, technical institutions, and MSME/cooperative structures.
Strong team leadership, conflict resolution, and stakeholder management skills.
Proficiency in English for donor reporting; working knowledge of Malayalam is highly desirable given the tribal and rural community focus in Wayanad.
Competence in MS Office, digital data collection tools, and MIS/reporting systems.
Willingness to be based in Wayanad and travel extensively within the district.
