Defend the foundational principles of international law

ActionAid Association warmly welcomes the Joint Statement issued at the conclusion of the Emergency Conference on Palestine, convened by The Hague Group in Bogotá, Colombia, on 16 July 2025. At a time when the international community has failed to stop the ongoing violence against the people of Gaza, including children and women, and the humanitarian systems have been prevented to ensure adequate and secure humanitarian relief, this declaration offers both moral clarity and a concrete roadmap for global action.

The unified voice of participating nations—representing diverse geographies across the Global South—marks a historic affirmation of solidarity with the Palestinian people’s inalienable right to self-determination. We commend the explicit reaffirmation of the International Court of Justice’s Advisory Opinion of 19 July 2024 and the demand for its implementation, alongside relevant UN resolutions.

Among the most significant elements of the statement are the coordinated measures adopted to uphold international law and accountability. These include: the prevention of arms and dual-use transfers to Israel, denial of port and territorial access to vessels involved in such transfers, suspension of public contracts that may support the illegal occupation, support for independent investigations and universal jurisdiction to ensure justice.

Importantly, the Joint Statement transcends condemnation and articulates clear state responsibilities, legal obligations, and coordinated mechanisms for implementation, thus setting a powerful precedent for principled multilateral action.

We especially welcome the call for the UN Economic and Social Council to immediately investigate the public health and nutritional crisis in Gaza and report to the upcoming 80th UN General Assembly—reflecting a commitment not only to law and justice but to human dignity and survival.

ActionAid Association also welcomes the powerful and urgent Joint Foreign Ministers Statement issued on 21 July 2025 by Canada, the European Union, and over two dozen partner countries calling for an immediate end to the war in Gaza. This collective voice affirms the moral and legal responsibilities of the international community in the face of mounting humanitarian catastrophe.

By condemning the inhumane killing of civilians—including children—at food distribution sites, and denouncing the “drip feeding” of aid, the statement rightly underscores that humanitarian access must be safe, unimpeded, and principled. The call to restore dignity to the people of Gaza, and the demand for full compliance with international humanitarian law, are both timely and essential.

We especially welcome the recognition that the current aid delivery model is not only inadequate but dangerous, and that over 800 Palestinians have been killed while seeking food. This statement signals growing consensus that accountability, access, and an immediate ceasefire are non-negotiable.

We urge all states to translate this bold declaration into concrete actions to end the siege, protect civilians, and restore hope.

“The ongoing siege is starving the people of Gaza. People continue to join food lines despite the risking of being shot, because that is the only way to feed their families. Killings at food distribution sites occur near-daily. The humanitarian system is being prevented from functioning. At such a time the Joint Statement emerging from the Emergency Conference on Palestine, in Bogotá, Colombia restores faith in the power of collective conscience. The Joint Foreign Ministers’ Statement too is a welcome move. When people and governments stand together for justice and against impunity, they not only honour the legacy of global solidarity movements but breathe life into the promise of just international law. The time to act is now—firmly, lawfully, and together.”

We call on all states and civil society actors to support the implementation of this vital declaration and to stand on the side of justice, peace, and international accountability.
